ACSPP  PERA UP-DATE

The PERA board met on Friday, November 18, 2011, and voted on the 30 to 40 year assumed rate of return for the investments.  This is an important assumption for actuaries to determine liabilities for funding of retirement funds.  This factor is an important element for the math formula for determining contribution rates for employers and employees. The Board voted 8-5 Friday to keep the 8 percent rate after much debate.  Four of the largest actuarial firms in the world had input into the board’s discussion.  The firm Cavanaugh Macdonald Consulting, said 8 percent is an acceptable rate of return for the long haul, 30 to 40 years.  This firm has had the most experience with the PERA data and has been working on these assumptions for several years now.

State Treasurer Walker Stapleton, a board member, calls the “8 percent expectations unrealistic”. PERA’s attorney, Greg Smith, explained that lowering the assumed rate of return by one-quarter of a percent would raise the contributions needed from employees and employers by $97.5 million per year.  This would undermine the work done by Senate bill 1 two years ago. One of the board members, Howard Crane, said it best.  “The data does not support a change at this time.  The reason we are having this discussion is by and large a political problem”. Trustee Timothy O’Brien, a retired State Auditor, said he didn’t want to base his decision “just by recent history.” 

The fund’s returns over the last 25 years have been 9.3 percent. The ACSPP continues to be very active in watching these developments and I appreciate your support.

2012 Colonel's Challenge Charity Golf Tournament

The date for the 2012 Colonel's Challenge has been announced as July 26, 2012, at Sanctuary Golf Course.  For additional information please click on the "FOUNDATION" tab above and then click on the "COLONEL'S CHALLENGE" tab.  This will be the 15 annual tournament that has reaised well over $1,000,000 for the Members of the ACSPP and their families.  Funds are used for scholarships, hardships and most importantly, the Fallen Officers Fund. 

  

ACSPP Board of Directors Meeting

The next scheduled Board of Directors meeting of the Association of Colorado State Patrol Professionals is Thursday, January 19, 2012 from 10:00 a.m. to 4:00 p.m.   The meeting will be held in the Board room at 55 Wadsworth Blvd. in Lakewood.

State Employee Pay Progression Legislation (2011 Update)

Moving on, the ACSPP drafted a bill for the 2011 legislative session that was to be sponsored by President of the Senate, Brandon Shaffer and Governor Hickelooper's agreed to work with the ACSPP on this legislation.   Unfortunately, due to a lack of state funding, and the anti state employee attitude by one of the political parties, it was decided not to move forward with the legislation this year.  The ACSPP will, however, be having regular meetings with Governor Hickenlooper's office and the CDPS to develop solutions to this problem in the next year.

The Association of Colorado State Patrol Professionals (ACSPP) is a membership organization made up of employees of the Colorado State Patrol (CSP). The ACSPP was created to assist CSP employees in a variety of ways. In return for paying monthly dues, the ACSPP hires a lobbyist to work at the Colorado General Assembly for their pay, benefits and working conditions.
